The CAC has been given a large assignment this year. We are in the process of studying the club competition element in ARRL contests. This study project differs from most previous assignments given to the CAC. In prior years, the CAC was given a set of specific topics to debate and vote upon. The MSC would monitor the CAC member debates and use these discussions and the voting results in the process of contemplating changes to ARRL Contest rules or competition policies.
The Club Competition Study is heartily embraced by the members of the CAC. The project framework permits a more effective and interactive means of CAC involvement in recommending changes to ARRL Contest rules related to club participation.
The CAC is fully cognizant of the fact that club competition is an important ingredient in the overall scheme of ARRL encouragement of amateur radio clubs. It is the intent of the committee to provide sound advice to the MSC on possible revisions to the competition rules that will provide the best possible environment for active league members and contest competitors worldwide.
The Club Competition Study will produce a preliminary report to the MSC meeting in March 2001. This preliminary report will include a list of possible changes to the club competition rules. In order to provide coverage on the entire issue, the study has been broken down into three primary areas. These areas are:
1. Study the purposes of including Club Competition in ARRL Contests,
2. Study the Club Eligibility for submitting scores in ARRL Contests, and
3. Study the Club Category definitions.
Each of these views of the study is significant and worthy of discussion for the entire committee. In order to provide focus on each of these aspects of the study, three teams of committee members has been formed for each area in order to provide focus on these distinct views. Each team will produce a set of options with regard to their respective area of the study.
The committee was given the study in October 2000. Study teams were assembled and the project was kicked off in mid-October 2000. The CAC members have initiated debate on some of the more sensitive issues of this project. However, many of the members are still in fact finding mode and the serious effort for this project is still ahead.
The CAC appreciates the participation in this project and is hopeful that this interactive style of committee participation will provide a more significant benefit to the league.
